SIM card registration shall start on December 27. All Filipino mobile phone users must register their SIM cards as the National Telecommunications Commission (NTC) released the official implementing rules and regulations (IRR) of the Philippine SIM Card Registration Act or Republic Act 11934 last December 12. All new and existing mobile phone users and SIM card subscribers must register under the new rules.
Under the official IRR, Filipino subscribers will have 180 days or 6 months from the law’s effectivity to register their SIM cards with their respective telecommunication companies. SIM Card registration may extend but shall not exceed 120 days.
Public telecommunication entities shall handle the database of all SIM card users and registrants.
SIM cards sold beginning December 27 will be in deactivated mode. All new users must fill in information such as full name, birthday, sex, address, and identification card (ID) number. For the online SIM Card registration, accepted IDs are Philippine Identification System ID, passport, UMID, PWD card, driver’s license, NBI clearance, police clearance, BIR ID, voter’s ID, senior citizen card, SSS ID, GSIS ID, or any valid government-issued ID with a photo.
Under the IRR,
data privacy is also considered, as it states that any information obtained through registration is treated with confidentiality and should not be disclosed to anyone.
Philippines’ SIM card registration is free, and as authorized by the NTC and Department of Information and Communications Technology (DICT), a registration form will be submitted online via websites provided by the telco companies.
As for existing SIM card prepaid subscribers, they will likewise register electronically through their respective telco websites online. Meanwhile, postpaid subscribers must confirm the data needed for SIM card registration with their respective telco provider since telco companies already have the subscribers’ essential data and information.
Unregistered SIM cards will automatically be deactivated if a subscriber fails to register. A subscriber’s deactivated SIM card can still be reactivated for not more than 5 days after automatic deactivation once the user registers within the 5-day duration.
The NTC, DICT, Department of the Interior and Local Government, Department of Education, and all telecommunication entities shall be in charge of SIM card registration in areas of the Philippines with a limited internet connection, such as in rural and remote areas.
Fines and penalties will be imposed for those violating the IRR and data privacy conditions stated under the act.
