Stringent measures are applied by the city government to prevent local transmission in Bacolod City. One of these measures was to form an oversight committee that will analyze COVID-19 quarantine trends in the city. Meanwhile, the construction of the laboratory testing center for coronavirus disease has already started. In other news, the operation of Ceres buses remains suspended due to the extension of the enhanced community quarantine (ECQ). And in accordance with the enhanced ECQ, BDO and PSBank announced their respective branches that will remain open. Globally, COVID-19 cases has surpassed the 3.5 million mark.


Lockdown News: Bacolod forms oversight committee to study conditions for ECQ


Executive Order No. 34 issued by Mayor Evelio Leonardia includes the formation of an oversight committee that will study the trends and updates on the conditions in Bacolod during the extended ECQ. The committee is composed of five members, including the chairman, who will be reporting and recommending necessary measures to the mayor to prevent further transmission of COVID-19. The city’s Inter-Agency Task Force (IATF) will also coordinate with the committee.


Travel News: Ceres to resume trips after ECQ


The operator of Ceres Liner and Tours buses, Vallacar Transit Inc. (VTI) have canceled the resumption of trips in Negros Occidental after the ECQ in Bacolod has been extended. It poses a challenge since the main terminals and gasoline stations are located in Bacolod, according to VTI Legal and Media Relations Manager Jesideth Marquez-Seballos. She said that the operations will resume once the ECQ is lifted in the city.



VTI still continues to deploy its 21 buses for free to frontliners and other essential workers while the ECQ is still in effect in the city. Meanwhile, the province of Negros Occidental, which is under general community quarantine, has already allowed public transportation including buses in 31 cities and municipalities while observing social distancing measures.


Banks and Remittances News: BDO and PSBank identify operating branches during ECQ


Philippine Savings Bank (PSBank) and Banco de Oro (BDO) Unibank Inc. have announced their banking schedules in Bacolod during the ECQ. The two banking companies posted the updates through their Facebook pages, indicating which branches will remain open amid the ECQ and COVID-19 threat in the region.

PSBank branches in A. Yu Building and North Drive - Del Rio 2 Building will continue to operate [3], and both are open from 8:30 AM to 2:00 PM only. For BDO, below are the branches that will be open; they are operational until 1:00 PM [3]:

• Hilado
• Lacson
• Libertad
• Mandalagan

• Bacolod Plaza

Health News: COVID testing center in Bacolod begins renovation


Doctor Julius Drilon, chief of Hospital of Corazon Locsin Montelibanoo Memorial Regional Hospital (CLMMRH) in Bacolod City, confirmed that the renovation for the biosafety laboratory testing center for COVID-19 has started. The floor plan for the building was already approved by the Department of Health (DOH). The city government allocated a budget of PhP20 million for the renovation which also includes the supplies needed for the construction. CLMMRH also released a budget of PhP15 million for the medical equipment needed for testing [5].


Global News: Rate of new cases slows but cases surpass 3.5 million worldwide


According to the data gathered by Reuters, global COVID-19 cases have now exceeded 3.5 million. Deaths from the disease also near a quarter of a million, but the rate of fatalities and new cases has slowed. North America and European countries still rank at the top of new cases reported, although numbers have also been rising in Latin America, Africa, and Russia. Compared to the 13 percent daily rate of new cases in mid-March, the status sat at 2-3 percent over the past week. This has prompted many countries to begin easing lockdown measures.
