As far as the weather is concerned, Bacolod will mainly experience gloomy days this week. Keep your fingers crossed, as President Duterte promises to start the construction of Negros-Guimaras-Panay Bridge during his term. This bridge, if constructed, will make it easier to get from Negros to Panay Island. Meanwhile, a city councilor pushes for the use of solar-powered street lights to serve motorists going to and from Silay Airport. Sipalay City joins the environmental effort as it prepares to pass a Zero Waste Ordinance. They are now considering using leaves as wrapping materials instead of plastic materials.


Weather Advisory: Gloomy weather after last week’s sun


After last week’s sunny vibes, Bacolod City will be gloomy this week due to increasing cloudiness that may result in thunderstorms and morning rains. But because of the temperature that rangers from 31°C to 34°C degrees, it will still be warm and humid for the whole week. Since the weather is really unpredictable, bring your umbrella everywhere. Don’t forget to drink plenty of fluids [1].


Traffic News: Duterte to push the Negros-Guimaras-Panay Bridge project


Duterte assured the people that he will start the construction of Negros-Guimaras-Panay Bridge during his tenure. Department of Public Works and Highways (DPWH) Secretary Mark Villar stated that the feasibility study of the project has already been completed. The proposed bridge between Davao and Samal Island in Mindanao will also be included in the priority projects under the “Build Build Build” program.



Meanwhile, Sen. Villar said that the Chinese team from the CCCC Highway Consultants Co. Ltd., said to be the one undertaking the Negros-Guimaras-Panay Bridge project, is currently conducting a survey. Prior to construction, architects and engineers from the firm are prioritizing the engineering and design phase of this 19-kilometer bridge. This key project will be loaned from China and will incur a PhP40 billion budget [2].


Travel Updates


Solar-powered street lights proposed to keep the Silay Airport highway lit up

It’s long been observed that the street lights along circumferential road from Bacolod City going to Silay Airport are non-functional. To maintain the safety of the motorists traversing the highway going to and from the airport, Bacolod City Councilor Bartolome Orola urged the office of Congressman Greg Gasataya to act on this matter. Councilor Orola has proposed to use solar-powered street lights as they are a less expensive and low-maintenance power source. He pointed out that using solar lights is now being utilized by other cities and municipalities in the country and that the province should also do the same since solar power is an unlimited power source [3].


Sipalay will implement the Zero Waste Ordinance

To strengthen their effort in eliminating the use of plastic materials, the City Government of Sipalay is now preparing to pass its Zero Waste Ordinance. Necessary measures, like public hearing and consultations with the different partners of the local government unit and its constituents, shall be complied with in order to implement the ordinance.



Vice Mayor Ma. Gina Lizares said that they already started to eliminate the use of plastics in their city hall. She added that once the ordinance is passed, establishments in the city will start using leaves as wrapping materials on certain days. She also added that there are already markets in Negros that are using leaves as wrapping materials. Furthermore, Lizares also said that an environment fee will also be collected from tourists, local or foreign, who would visit the city. Local Government Units (LGUs) are also adopting the zero waste mentality and policy [4].
